Amid the widespread global support for the United Nations’ Sustainable Development Goals (SDGs), there was an underlying concern among economists and financial advisors in the emerging and frontier markets: public sector and donor funds were stalled, if not regressing, and the funding gap to realize the SDGs was incre sing. The challenge was to incentivize and mobilize private capital, reduce risk-return profiles, and avoid conflicts of i terest such as institutions providing commercial financing and managing concessional resources.



In 2002, the European Bank for Reconstructio and Development provided project finance subsidies to multinational funders. Seven years later, a $30 million Clean Technology Fund Renewable Financing Facility was used to finance a 250MW wind project in Mexico. These were early steps in using a mix of public and private capital to support clean energy projects in developing countries.



Today, the term ‘blended finance’ is much more common, as multilateral institutions and donors invest more official development assistance (ODA) in this way.



Using development finance and philanthropic funds to drive private capital flows to emerging and developing markets is an accepted catalyst that helps to bridge the financing gap and contribute to the SDGs.



Blended finance is being used successfully in sectors including renewable energy infrastructure, urban transport, and agriculture. The Global Environment Facility —an independent financial organization established in 1991 comprising representatives from 32 constituencies — is a prime example, using blended finance to scale up financing for renewable energy technologies in developing countries.



South Africa’s Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) exemplifies how blended finance can help renewable projects. The government provided initial support and guarantees to mitigate risks for private investors and international financiers; development finance institutions offered concessional loans and guarantees to cover political/credit risks in this emerging market; and a robust regulatory framework with power purchase agreements ensured predictable investment returns. By blending public de-risking instruments with private capital, the program successfully unlocked renewable energy investment by addressing investor concerns upfront through an enabling policy environment.



Managing the risk



Blended finance clearly depends on public sector support to encourage private investment in emerging markets. However, legal frameworks, stability, and transparency must be addressed; clear laws and policies are essential, while ensuring clarity and accountability in complex financing arrangements. Governments and international institutions are crucial in facilitating this environment.



Blended finance fund recipients acknowledge that, while beneficial in attracting private investment for public projects, there are potential risks. In the worst case scenario, misalignment between the financial objectives of private investors and the social or environmental goals of public or philanthropic funders may lead to reputational damage if investments result in unintended negative social or environmental impacts. Therefore, it is essential to customize ODA by considering the appropriate use of blending in emerging markets.



Solving for the opportunity



Mitigating the risks requires a robust financial ecosystem that fosters public-private dialogue and partnerships, enhanced due diligence, and the involvement of local communities.



Multilateral development banks and international financial institutions can create the right climate for investment, encouraging participation by pooling capital from public, private and philanthropic sources to spread risk. They can also offer risk-sharing instruments such as guarantees or insurance products to protect against political, credit and currency risks, thereby mitigating potential losses and making projects more attractive to investors.



Banks and financial institutions on the ground, with longstanding market expertise, can help promote consensus among stakeholders to establish principles for structuring and allocating blended finance, which can prove valuable.



The private sector can provide technical assistance to strengthen project preparation, build the capacity of local partners, and ensure that projects are developed with sound governance practices and business plans.



Conclusion



Developing countries are still far short of the financing required to achieve SDG Agenda 2030. Leveraging private finance is only part of the solution – getting the finance to where it is most needed is what matters. Blended finance can, and should, play a crucial role in achieving global development goals facilitating large-scale capital mobilization and ensuring that such mobilizations are carried out responsibly and sustainably, ultimately contributing to a more equitable and sustainable global economy.

Expert-Speak: Blended Finance – Bridging The Gap In Emerging Markets In Support Of The SDGs

Chasing the world that might have been, Africa’s progress and race to the 2030 goals.



In 1980, 35 years after the formation of the United Nations (UN), the Ghanaian philosopher Kwasi Wiredu warned that “unrestricted industrial urbanization is contrary to any humane culture; it is certainly contrary to our own”. Personhood, he believed, could only be attained if an individual mar- ried economic success with a responsibility to community: humanity could only flourish through the enrichment gained from shared social capital.



The UN was established for the purpose of constructive coopera- tion in the aftermath of the trauma of World War II; an invitation to the people of every nation to heal and rebuild this personhood, in themselves and in others, after years of brutal, dehumanizing con- flict. “You, members of this Conference, are to be the architects of a better world,” counselled President Harry Truman to the General Assembly, weeks before witnessing the signing of the UN Charter in June 1945. “In your hands, rests our future.”



Eight decades later, ‘development’, defined by the UN as “a multidimensional undertaking to achieve a higher quality of life for all people”, has become synonymous with this vision of a more equitable planet.



In 2015, the 193 UN member states adopted the 2030 Agenda for Sustainable Development: 17 goals, or ‘SDGs’, extolled as “an urgent call for ac- tion by all countries – developed and developing – in a global part- nership”. Six years out from the agenda’s scheduled completion, the journey towards the fulfilment of these goals in Africa has been turbulent, buffeted by the vagaries of conflict, climate change and economic turmoil.



In 2023, the UN released its latest Africa Sustainable Development Report: a candid evaluation of the progress achieved so far in the context of its overlap with the African Union’s Agenda 2063, a “development blueprint to achieve inclusive and sustainable socio-economic development over a 50-year period”. The Covid-19 pandemic, the war in Ukraine, and extreme weather events have all savagely undermined this headway; the report laments that “these interconnecting crises slowed global growth, increased debt vulner- abilities, and fuelled inflationary pressures, with negative long-term consequences for the achievement of both agendas”.



The economic implications of these upheavals for the SDGs are so alarming that the UN Secretary-General, António Guterres, has cautioned that “unless we act now, the 2030 Agenda will become an epitaph for a world that might have been”. In April of this year, the African Development Bank President, Dr Akinwumi A Adesina, revealed that the annual financing gap towards realizing these goals has now risen to $4 trillion, and called on developed countries to “devote at least 0.70% of their gross national income to official devel- opment assistance”.



Many African nations find themselves trapped in a vice of tight- ening economic pressures: insufficient capital squeezing resources from one direction, debt burden suffocating prosperity from the other. At this year’s 10th Africa Regional Forum on Sustainable Development, UN Deputy Secretary-General Amina J Mohammed reiterated the Secretary-General’s entreaty for an SDG stimulus of $500 billion per year to make debt-servicing less perniciously crip- pling for African countries desperate for the liquidity they need to fulfil their SDG aspirations.



“For Africa as a whole, public debt now amounts to 66 percent of GDP,” announced Claver Gatete, Executive Secretary of the United Nations Economic Commission for Africa, in the same month. “High repayment costs are crowding out essential expenditures on health, education, and climate action… Naturally, all this takes its toll on the most vulnerable. Based on the latest data, 476 million people in Africa are projected to live in poverty in 2024, about 50 million more than before Covid.”



Notwithstanding the grim economics casting an ominous shadow over its findings, the 2023 Africa Sustainable Development Report cites “steady progress” on key SDG targets such as 4G mobile network coverage, access to safe drinking water, and electrification rates, and is cautiously optimistic about the continent’s capacity for the kind of economic reform that might invigorate domestic markets. Professor Karim Sorour, co-editor of Corporate Governance in Africa: Assess- ing Implementation and Ethical Perspectives, and a special- ist on Corporate Social Responsibility (CSR) in the region, argues that ‘off-the-shelf’ Western solutions run the risk of ignoring the complexity of local realities; instead, healthy financial governance must, and can, begin at home.



“When we talk about corporate governance in Africa, we have to make sure there is transparency at the micro level,” he says. “We’re talking about SMEs (small and medium- sized enterprises), as they have the lion’s share of the econ- omy. There is a huge tax deficit in many African countries; these SMEs are below the radar, they are cash economies. So it’s very difficult to get resources from the tax system.



What’s needed is accountability by way of legislation; build- ing normative frameworks by engaging with society at the grassroots level to come up with policy formulations on a country-by-country basis.”



While the impending 2030 SDG targets loom large on the horizon for African nations, Sorour feels that incremental gains in CSR awareness can still make significant aggregate contributions to developmental attainment in the region, particularly in the context of responsible consumption.



“In Egypt, it’s very common to find people who are really struggling who have at least two mobile phones,” he says. “Why do we need two phones? The impact of social media, the normalization of certain standards, puts peer pressure on people to act in an irresponsible way. So, at the business level, we should really focus on SDG 12 (ensure sustainable consumption and production patterns), because the goals create a domino effect through three concepts: economic cost, social development, and environmental sustainability. Linking this level of engagement to the daily lives of people and their businesses is where a little more work is needed.”



The SDGs’ central pledge to understand and empathize with the realities of these daily lives, and “leave no one be- hind”, is at the heart of the UN’s #WeBelongAfrica program, a project “designed to support state entities in sub-Saharan Africa to become increasingly accountable and responsive to, and inclusive of, lesbian, gay, bisexual, transgender and intersex (LGBTI+) people and young key populations”.



Monica Tabengwa, a UNDP programme Specialist in LGBTI+ inclusion, believes sexual and gender minorities in Africa are at most risk of being forgotten in the sustainable development conversation. “Africa has a rich tapestry of cultures and traditions,” she says. “Many traditional African cultures recognized or even celebrated sexual and gender diversity, but colonialism and conservative religious forces from the West often undermined that acceptance of diver- sity. The biggest challenge is to build on African traditions that celebrate diversity.”



Encouraging but inconsistent advancement has been made towards SDG 10 (reduce inequality within and among countries), alongside growing public awareness of the cor- relation between the respective statuses of girls and women and those of the LGBTI+ population.



“There has been tremendous progress in access to essen- tial health services, driven by the response to HIV, although there is still a dramatic lack of gender-affirming medical care,” says Tabengwa. “Access to services in other sectors is more uneven, including economic opportunities, housing, and justice systems. To sustain progress beyond 2030, we need a broad movement that reinforces democracy, inclu- sion and human rights for all. It is important to emphasize that inequalities are widening more generally – not just for LGBTI+ people.&#8221;



The changemakers of 2030 and beyond are the teenagers of 2024; aware, proactive personhood is now being forged in leadership programs nurturing the aspirant decision- makers who will inherit the SDGs successes and failures. Mark Mike Mutumba is Founder and Executive Director of the Omuto Foundation, a “youth-led grassroots movement dedicated to empowering young individuals in underserved communities across Uganda”.



The foundation’s Youth Ambassa- dors Programme fosters enduring leadership skills by enabling participants to design projects which make measurable SDG impressions on their local communities. 



“Our approach demonstrates that young people, when giv- en the right tools, are the key to achieving the 2030 goals,” says Mutumba. “With modest support, youth-led initiatives can achieve immense impact. Our model has seen a 25% increase in youth participation, and a ripple effect of positive change.” Mutumba’s buoyant perspective is predicated upon the evolution of personhood via its roots in a community; on the growth of social capital through innovation and cooperation at its most fundamental local level. “We bridge the gap by translating SDGs into action: our Youth Action 2030 project, for instance, empowers young people to tackle local issues like food insecurity or lack of clean water through social en- trepreneurship,” he says. “This shift in mindset is vital. With Africa’s booming youth population, empowering them isn’t just about the future – it’s about unlocking the continent’s potential today.”

6 Years To The SDGs: The Journey Towards These Goals In Africa

As 2021 begins, for the third week in a row, the number of new <a href="https://www.aa.com.tr/en/latest-on-coronavirus-outbreak/for-3rd-week-covid-19-cases-fall-globally-who/2130519">COVID-19 cases globally has fallen</a>.



But over the past year, we have seen countries flatten the curve only to let their guard down. This complacency even found in nations with advanced healthcare systems, costs lives and devastated livelihoods.



While the prospect of vaccines in 2021 provides hope in defeating this virus, UN Secretary-General António Guterres&#8217;s message that &#8216;there is no panacea in a pandemic&#8217; is clear. Robust public health measures centred around the scientifically proven steps that prevent the spread of COVID-19 remain the most practical response. To its credit, China has set a good example by adopting this approach, as I have witnessed firsthand.



As the incoming UN Resident Coordinator to China, I travelled to Guangzhou from Kenya. In Kenya, I served in the same capacity, and as a <a href="https://kenya.un.org/en/107185-these-should-be-our-build-back-better-priorities-2021">UN Country Team in Kenya we joined the Government of Kenya in confronting the pandemic head on</a>.



And in my new role I was not and should not be afforded any preferential treatment on my arrival.



The rules were clear. From the very point of embarking for China, I was subject to the same requirements mandating certificate proof of a negative COVID-19 nucleic acid and IgM antibody test issued no more than two days before travel.



These tests form just part of a comprehensive testing and tracing system found in China, critical to preventing future outbreaks and clusters.



Upon arrival<a href="https://www.linkedin.com/posts/siddharthchatterjee1un_covid19-activity-6756771231833317376-LWNB">, I noted the rigorous and orderly entry screening practices enforced in China</a>, with officials wearing appropriate personal protective equipment as they checked incoming travellers for signs and symptoms.



Like all passengers arriving in China, officials directed me to a designated hotel to complete a 21-day quarantine period.



These inconveniences are necessary to ensure controlling the spread of COVID-19 at the port of entry. I commend these well-orchestrated actions across a range of government departments to ensure the health and safety of the people in China, regardless of nationality is the highest priority.



I began my work in quarantine on 16 January 2021, preparing for my duties as Resident Coordinator and communicating virtually with new colleagues from the UN system in China. I look forward to greeting them in person and forging partnerships with the Government of China, development partners, academia, the private sector and many new and existing stakeholders.



During this, I have managed my time with a sense of purpose, as I kept in touch with loved ones, catching up on reading, writing, and reflecting. This was my first time in quarantine and a rigorous fitness regimen, combined with breathing exercises and a bit of yoga proved to be critical for keeping my mind and body sharp, positively buoyant and in fine fettle. I even managed to clock an average of 20,000 steps a day.

While I eagerly await the outside world upon the safe completion of this quarantine period on 06 February 2021, I know that the virus is still out there, mutating and turning more aggressive.



Recent COVID-19 outbreaks ahead of the Lunar New Year have alarmed authorities in China, who have responded in kind with proactive and aggressive measures.



Spring travel or &#8216;Chunyun&#8217; to be with families in this special time has been discouraged in certain municipalities in China, which happens to one of the world&#8217;s largest annual migration.



I acknowledge that these responses can place strain on our happiness and well-being, but it is critical that we not lose sight of our goal to defeat the virus.



This task still requires that we do all we can to protect each other. Governments, societies, and individuals everywhere must continue to encourage wearing masks, physically distancing, observing good hygiene etiquette and above all spreading compassion and not the virus.



These actions in unison with strengthening our testing, tracking and isolation systems will ensure our efforts on vaccines are not in vain with their rollout in the coming year.



With simple public health measures informed by science as adopted here in China, the world can slow the virus&#8217;s spread, save lives and livelihoods and end the pandemic.

On 10 December every year, we celebrate Human Rights Day, marking the anniversary of the adoption of the Universal Declaration of Human Rights.&nbsp; The Universal Declaration guarantees a spectrum of human rights that belong to each of us equally, and unite us as a global community and upholds our humanity.



This year, 2020, has been one of unprecedented challenges and has underscored the need for renewed action to promote and protect human rights.&nbsp; The COVID-19 pandemic has tested societies across the globe, and set back human rights gains and progress towards the Sustainable Development Goals.&nbsp;



In Kenya, the multi-faceted impacts of the pandemic – on gender equality, health, education, livelihoods, rule of law and the economy – have tested efforts by the Government, United Nations, development partners and civil society to deliver on the 2030 Agenda, Vision 2030 and the Big 4 development agenda, and challenged us to ensure that we leave no one behind.



The crisis has hit the poorest and most vulnerable communities the hardest, and entrenched existing inequalities, discrimination and human rights challenges.&nbsp; Gender-based violence has skyrocketed; loss of employment and livelihoods have put further strain on families; the right to education is at risk for many children, particularly girls; and inequalities in access to water, adequate housing and health services have heightened vulnerabilities.



In this context, the theme of Human Rights Day 2020 is “Recover Better – Stand Up for Human Rights”, highlighting the need to build back better from the COVID-19 crisis by putting human rights at the heart of recovery efforts. &nbsp;This is a call to action and for unity of purpose to tackle discrimination, address inequalities, encourage participation and solidarity, and promote sustainable development for the benefit of all.



As the United Nations Secretary-General, Mr. António Guterres, once remarked, “the pandemic has demonstrated the fragility of our world”. The crisis has exposed and exacerbated deep inequalities, entrenched discrimination and gaps in human rights protection.&nbsp; Only measures to close these gaps and advance human rights can ensure we fully recover and build back a world that is more resilient, just and sustainable.&nbsp;



COVID-19 has created an opportunity to build back a more equal and sustainable world – based on a “new social contract” that respects the rights and freedoms of all, and addresses the inequalities exposed by the pandemic.&nbsp; This “new social contract” – uniting Governments, the people, civil society and private sector – is the only way that we will meet the Sustainable Development Goals.



In this Decade of Action to deliver upon the Sustainable Development Goals by 2030, it is imperative to prioritise participation and inclusion, to ensure that we leave no one behind. &nbsp;Successful COVID-19 recovery efforts require the robust participation of civil society and inclusion of communities, to ensure the voices and priorities of the most affected, vulnerable and marginalised inform the recovery efforts.&nbsp; Public participation is a key tenet of the Constitution of Kenya, and has a key role to play in the COVID-19 recovery.



It is clear that this pandemic cannot be surmounted by a single actor.&nbsp; It is against this backdrop that the United Nations Country Team and the Government of Kenya, in line with the motto Umoja ni Nguvu (Unity is Strength), have identified strategic areas of cooperation and engagement under the United Nations Development Assistance Framework, as well as the Socio-Economic Response Plan, that target COVID-19 recovery needs and continue the trajectory towards the Sustainable Development Goals.&nbsp; This is underpinned by a human rights-based approach that prioritises equality and non-discrimination, participation and inclusion, and accountability.



The COVID-19 pandemic has shown that we are all in this together – and solidarity is the only way forward.&nbsp; Everyone has a role to play in building a better post-COVID world for present and future generations, and we must harness the active participation of communities, civil society, private sector, Government and the international community.&nbsp;



On this Human Rights Day, let us all commit to Stand Up for Human Rights to build back a more equal and sustainable society that advances the rights and freedoms of all.&nbsp; This unity of purpose will pave the way to meeting the Sustainable Development Goals and delivering Kenya’s Vision 2030.

When 17-year-old high school student Darnella Fraizer filmed the last minutes of <a href="https://www.youtube.com/watch?v=xvW6PLIDsbI">George Floyd’s</a> life under the knee of police officer Derek Chauvin, she could not have imagined that her footage would reignite the explosive global question of racial inequality and the subsequent clamour for reforms in policing.



This act of filming validates the force of the media globally, we need a similar drive for urgent action in Africa. We need the continent’s media to help ensure the Sustainable Development Goals (SDGs) are achieved and the life of every African afforded the opportunity they deserve.



“Around the world, success in achieving the SDGs will ease global anxieties, provide a better life for women and men and build a firm foundation for stability and peace in all societies, everywhere,” said the UN Deputy Secretary General, <a href="https://news.un.org/en/story/2017/02/552372-sustainable-development-goals-critical-better-future-all-deputy-un-chief-amina">Amina Mohammed</a>.&nbsp;



Even before the COVID-19 pandemic, a wave of demonstrations from Lebanon to Chile, from Iran to Liberia, was sweeping across countries. This was a clear sign that, for all our progress, something in our globalized society is broken.



The COVID-19 pandemic has struck the world like a bolt of lightning exposing the contours of deep inequalities. Media reports have helped reveal the interwoven threads of inequality and health, with poorer people suffering a strikingly disproportionate share of the fallout from the virus, either through infection or loss of livelihoods.



The global sweep of protests due to years of disenfranchisement and racism has made it clear that the world must change to offer equal treatment to all people. &nbsp;



Media can do the same for the Sustainable Development Goals (SDGs). Achieving the SDGs, and so improving the lives of millions of Africans, depends heavily on increasing public awareness, and on the focused action and funding that such awareness ignites.



One major shortcoming of development progress is the lack of widespread knowledge about the SDGs and the 2030 Agenda. We must look to the media to push the SDG discourse; what is reported and how it is reported helps shape policy and has implications for the millions of people whose lives are affected. Knowledge is power and if citizens are aware of the issues, they are empowered to help determine the national response.



Traditionally, development experts have failed to explain the relatively new concept of sustainable development to influencers such as educators, politicians, and the media. Doing so is key, so that easily understood narratives are developed to raise public support.



We are already a third of the way towards the 2030 Agenda deadline which 193 UN member states committed to. But at the current pace of change – notwithstanding the global pandemic &#8211; Africa is likely to miss out on the time-bound targets in key sectors &#8211; including health, education, employment, energy, infrastructure, and the environment.&nbsp;



Improved public awareness of the SDGs themselves, and of the actions needed and the bodies responsible for such actions is essential. By stepping up to address and explain the global quest for social justice and equality which the SDGs represent, the media can help galvanise civil society, business, international bodies, regional organizations, and individuals.



Pressure from an informed public, pushes policymakers into action, offering hope to millions of poor people.



Development is never far from the media agenda in Africa, so the opportunity to build understanding of sustainability is there. Sustainable development experts must explain why the SDGs are important, and why ‘business as usual’ in development is no longer viable in the face of increasing populations and climate change. Then, news outlets, who would then be able to develop compelling narratives to make the concept understandable by all can help raise the SDG profile, thereby raising public support.



We must “flip the orthodoxy”.



What is reported, how it is reported, and on what channels helps in shaping policy and has implications for the millions of people whose lives are affected.



To this end, the media must be brought into the conversation and be made to understand the role they can play towards the greater good.



The SDGs pledge that “<a href="http://www.undp.org/content/dam/undp/library/Sustainable%20Development/2030%20Agenda/Discussion_Paper_LNOB_EN_lres.pdf">no one will be left behind</a>” and to “endeavour to reach the furthest behind first.” In practice, this means taking explicit action to end extreme poverty, curb inequalities, confront discrimination and fast-track progress for the furthest behind.



The media can shine a spotlight on those left behind, for example by using COVID-19 to examine the wider issue of universal health coverage, the subject of SDG 3.



It also plays a critical role in holding governments to account for their Agenda 2030 commitments. Though these commitments demand that countries have clear reporting and accountability mechanisms, most nations still have no reliable data on their progress towards specific goals. This matters because countries can only unlock financing for the SDGs by disaggregating data to understand where resources are required. In Africa, where national commitments are rarely backed by adequate investment, this is particularly important.



Rapid mobile penetration in Africa offers unparalleled opportunities for content sharing on digital platforms such as Facebook, Twitter, and YouTube. Though lack of affordable internet connections and poor connectivity remain a challenge, mobile technology is a powerful enabler across many sectors.



One in every six people on Earth lives in Africa; its problems are the world’s problems and solving them is the world’s responsibility. If Africa fails to achieve Agenda 2030, the implications will be felt across the planet through conflict, migration, population growth and climate catastrophe.



The media in Africa is a stakeholder in the achievements of the SDGs. Let us support the media and enlist their help in the quest for economic, environmental, and social justice across the world.

Sustainable Development In Africa Can Be Amplified By The Media

We live in a different world to the one we inhabited six short months ago.



With more than 4 million people infected and over 290,000 dead globally by mid May 2020, Covid-19 has ruthlessly exposed the vulnerability of a globalised world to pandemic disease. People are slowly coming to terms with the frightening and heartbreaking death toll, and we are still not out of danger.



The Greek philosopher Herophilus said, “When health is absent, wisdom cannot reveal itself, art cannot manifest, strength cannot fight, wealth becomes useless and intelligence cannot be applied.”&nbsp;



The bio-threat has already upended our notions of community interaction, with face masks, latex gloves and physical distancing becoming the new normal. Science has been challenged and experts in various fields struggle to understand the short and long-term consequences of the pandemic.



Lack of robust global public health systems has proven to be a chink in the world’s armour. It has also revealed a truth that we ignore at our peril: healthcare systems around the world have been sorely tested in managing this outbreak, and without substantial reprioritisation of investment in health and research globally, we will be no better equipped when the next pandemic strikes.



Describing&nbsp;<a href="https://news.un.org/en/story/2020/05/1063022">COVID 19 as a threat multiplier</a>, the UN Deputy Secretary General, Ms Amina Mohammed said, “We have a health emergency, a humanitarian emergency and now a development emergency. These emergencies are compounding existing inequalities”.

While no country has been spared, the impact upon families and individuals has varied around the world, exposing huge global and local inequalities.&nbsp;



The consequences of high uninsured rates and high out-of-pocket health costs are being revealed. Even before the Covid-19 outbreak,&nbsp;<a href="https://www.who.int/health_financing/topics/financial-protection/key-policy-messages/en/">more than 100 million people per year risked being plunged into poverty by a ‘shock’</a>&nbsp;in terms of unanticipated expenditure on medical treatment.



World Food Programme analysis shows that, due to the Coronavirus, an additional 265 million people are marching towards the brink of starvation by the year end because of the virus’s effects on jobs and family finances.



The social and economic upheaval we face today has changed the world and will go on changing it for many years. Behind the headlines of an economic decline that might rival the&nbsp;<a href="https://blogs.imf.org/2020/04/14/the-great-lockdown-worst-economic-downturn-since-the-great-depression/">Great Depression of the 1930s</a>&nbsp;are families separated by closed international borders, some mourning relatives they never managed to see and comfort and millions who no longer have jobs.



What must we do to prevent the next pandemic striking the world.



Like rain that exposes a leaking roof, the coronavirus crisis has revealed unanticipated problems inherent in our dependence on global supply chains and amplified longstanding structural deficiencies in health systems around the world. We can see now that under-investment in public health in one country is a threat to global health security everywhere. Responses to health emergencies cannot succeed if any part of the world is left behind.&nbsp;



The central importance of universal health coverage and&nbsp;ensuring healthy lives and promote wellbeing for all at all ages, as manifested in&nbsp;<a href="https://www.who.int/sdg/targets/en/">Sustainable Development Goal 3</a>,(SDG3) by 2030, is clear.



With Africa&#8217;s population expected to grow to 2.3 billion by 2050, for Africa to reap a <a href="https://news.trust.org/item/20170810142204-j0nwd/">demographic dividend,</a> as well as prevent disease outbreaks, Governments should:



<ol class="wp-block-list" type="1"><li>Reassess policy priorities and direct greater funding to health.</li><li>Invest more in disease prevention.</li><li>Improve working conditions for medical staff.</li><li>Offer fit-for-purpose health insurance to their people.</li><li>Harness big data, technology, and innovation to <a href="https://news.trust.org/item/20180209112650-s1njv/">leapfrog universal health coverage.</a></li><li>Forge public private partnerships to <a href="http://daghammarskjold.se/wp-content/uploads/2018/06/UNDG-CountryStudy-Kenya.pdf">address the gaps to attain SDG 3.</a></li><li>Create an army of community health workers.&nbsp;</li></ol>



The WHO Chief, Dr. Tedros Adhanom Ghebreyesus, a public health champion, who as Minster of Health in Ethiopia, a country once notorious for the highest maternal and child mortality in Africa, ensured the country achieved the health related&nbsp;<a href="https://www.afro.who.int/news/making-ethiopian-people-healthier-through-mdgs">Millennium Development Goals</a>,&nbsp;by unleashing the full potential of community health workers. He said that, “By fully harnessing the potential of&nbsp;<a href="https://www.who.int/hrh/community/guideline-health-support-optimize-hw-programmes/en/">community health workers</a>, including by dramatically improving their working and living conditions, we can make progress together towards universal health coverage and achieving the health targets of the Sustainable Development Goals.”



Doctors, nurses, carers and paramedics around the world are facing unprecedented workload in overstretched health facilities. The heroism, dedication and selflessness of medical staff allow the rest of us a degree of reassurance. In fact health workers are the frontline soldiers battling the pandemic.&nbsp;They deserve the same recognition and respect as women and men from the Armed Forces who are sent into battle in service of their country.



Additionally, the creation of robust health surveillance infrastructure in low-income countries will benefit the whole world in terms of early warning of disease outbreaks, and the ability to focus resources where and when they are needed.



To achieve this,&nbsp;<a href="https://www.cnbcafrica.com/coronavirus/2020/04/17/multilateralism-through-public-private-partnerships-are-key-to-flattening-the-covid-19-curve/">new models of multilateral and public private partnerships&nbsp;must develop</a>, as well reform, invest and give greater power to the&nbsp;World Health Organisation to protect the world from disease.



As citizens of the world we depend on one another. We are linked by trade and migration and the fact of our humanity as much as we are sometimes divided by politics and faith.



Consider this. Maria Branyas is a 113 year old <a href="https://www.thetimes.co.uk/article/spains-oldest-woman-113-year-old-maria-branyas-beats-coronavirus-sbjtjc6z3">COVID 19 survivor from Spain.</a> It means she has lived through the flu pandemic of 1918-19, the two World Wars, the 1936-39 Spanish Civil War and now the coronavirus. When asked what was the secret of her long life, she said, “good health”.



In a post-Covid-19 world, global health must be seen as a key component of national and global security as well as of the global economy.



SDG 3 must become pivotal in our post COVID 19 response or we may be sitting ducks,&nbsp;when another pandemic&nbsp;strikes, whose velocity and virulence could surpass what we are witnessing now.
