<p>Netanyahu&nbsp;<a href="https://www.politico.com/news/2024/11/26/israel-hezbollah-ceasefire-lebanon-netanyahu-00191709" rel="noreferrer noopener" target="_blank">reportedly</a>&nbsp;said the main reasons for a ceasefire with Hezbollah now are to isolate Hamas and allow Israel to refocus its efforts on Iran and Hamas.</p>



<p>An official cabinet vote on the ceasefire is expected later on Tuesday, the&nbsp;<a href="https://apnews.com/live/israel-hezbollah-lebanon-ceasefire-updates#00000193-69bc-dff7-a7f7-69fe20460000" rel="noreferrer noopener" target="_blank">Associated Press</a>&nbsp;reported.</p>



<p>Mahmoud Qamati, deputy chair of Hezbollah’s political council,&nbsp;<a href="https://apnews.com/live/israel-hezbollah-lebanon-ceasefire-updates#00000193-69d9-d71b-a3b3-ffd9e1600000" rel="noreferrer noopener" target="_blank">reportedly</a>&nbsp;told Al Jazeera that Hezbollah has not seen the final ceasefire agreement and hopes to “end the aggression … but not at the expense of the sovereignty of the state.”</p>



<p>Before Netanyahu said he would recommend the agreement, U.S. Secretary of State Antony Blinken&nbsp;<a href="https://www.nytimes.com/live/2024/11/26/world/israel-hezbollah-lebanon-cease-fire/2f960901-de1d-5591-8d70-1704fb1b97ba?smid=url-share" rel="noreferrer noopener" target="_blank">told reporters</a>&nbsp;Tuesday he expected a conclusion “very soon,” adding the agreement would “make a big difference in saving lives and livelihoods” in Israel and Lebanon and allow people to return to their homes.</p>

<p>Israel and Lebanon have been fighting since Oct. 8, 2023—one day after Hamas attacked Israel—when Lebanon fired rockets at Israel in support of Gaza-based militant group Hamas. Israel recently started attacking Hezbollah and Lebanon with more frequency, though, after&nbsp;<a href="https://x.com/IsraeliPM/status/1835890307763757535" rel="noreferrer noopener" target="_blank">declaring</a>&nbsp;in September that a new objective of the war was “returning the residents of the north safely to their homes.” In September Israel blew up handheld radios and pagers that had concealed explosives and were used by Hezbollah members in an&nbsp;<a href="https://www.forbes.com/sites/tylerroush/2024/09/18/walkie-talkies-reportedly-explode-across-lebanon-one-day-after-hezbollah-pager-explosions/">attack</a><a href="https://www.cnn.com/2024/09/27/middleeast/israel-pager-attack-hezbollah-lebanon-invs-intl/index.html" target="_blank" rel="noreferrer noopener">&nbsp;that killed nearly 40</a>&nbsp;people and injured thousands. As recently as Tuesday, while reports of a potential ceasefire circulated, Israel was launching strikes into Beirut and Hezbollah-dominated areas in Lebanon and advising towns to evacuate,&nbsp;<a href="https://www.nytimes.com/live/2024/11/26/world/israel-hezbollah-lebanon-cease-fire" rel="noreferrer noopener" target="_blank">The New York Times</a>&nbsp;reported. The escalated fighting between Hezbollah and Israel, which is also still warring with Hamas, heightened concerns of a broader conflict expanding in the Middle East.</p>

<p>The prime minister has&nbsp;<a href="https://www.forbes.com/sites/maryroeloffs/2024/02/09/israeli-prime-minister-orders-plan-to-evacuate-13-million-people-in-rafah/?sh=69e1c8e22e08">for months insisted</a>&nbsp;attacks in Rafah, a city in the southern Gaza strip, are necessary to eliminate Hamas and win the six-month war, but Western allies have warned against attacking the city that holds more than 1 million civilian refugees who have been driven from their homes.</p>



<p>Netanyahu’s announcement follows backlash from his far-right supporters after <a href="https://www.forbes.com/sites/zacharyfolk/2024/04/07/rafah-invasion-on-pause-israel-withdraws-most-troops-from-southern-gaza-heres-what-that-could-mean/?sh=5046a14124b2">Israel withdrew</a> most of its troops from southern Gaza on Sunday, a decision met with scrutiny and a threat from security minister Itamar Ben-Gvir <a href="https://www.ft.com/content/5b4fed42-cbb6-472d-8e3a-6249c6d9c6cb" target="_blank" rel="noreferrer noopener">warning</a> that if he didn’t launch a &#8220;large-scale offensive&#8221; in Rafah, Netanyahu &#8220;will not have a mandate to continue&#8221; as prime minister.</p>



<p>The United States has put increasing pressure on Netanyahu to not authorize a major military strike in Rafah—President Joe Biden weeks ago said to do so would be a “<a href="https://www.aljazeera.com/news/2024/3/18/biden-warns-netanyahu-against-mistake-of-invading-rafah-white-house" rel="noreferrer noopener" target="_blank">mistake</a>” and&nbsp;<a href="https://www.pbs.org/newshour/show/biden-warns-israel-to-protect-civilians-aid-workers-in-gaza-or-risk-losing-u-s-support#:~:text=Today%2C%20for%20the%20first%20time,the%20civilian%20suffering%20in%20Gaza." rel="noreferrer noopener" target="_blank">Thursday said</a>&nbsp;continued U.S. support for the war in Gaza would depend on how well Israel worked to protect civilians and aid workers.</p>



<p>Biden told Netanyahu that he needed to take “measurable” steps to ease &#8220;civilian harm, humanitarian suffering and the safety of aid workers” or risk losing the support of the United States, Israel&#8217;s closest ally.</p>

Israel’s foreign minister Israel Katz on Monday told Israel’s Army Radio that the country has reached a &#8220;critical point&#8221; in its negotiations with Hamas over the safe return of 133 hostages still held in Gaza by the militant group. “I am more optimistic than I was,&#8221;&nbsp;<a href="https://www.ft.com/content/5b4fed42-cbb6-472d-8e3a-6249c6d9c6cb" rel="noreferrer noopener" target="_blank">he reportedly said</a>, &#8220;but we can’t promise things when dealing with Hamas.” Netanyahu&#8217;s&nbsp;<a href="https://twitter.com/netanyahu/status/1777380259131789536" rel="noreferrer noopener" target="_blank">statement</a>&nbsp;Monday also referenced the talks in Cairo, saying &#8220;we are working all the time to achieve our goals, primarily the release of all our hostages and achieving a complete victory over Hamas.&#8221;</p>
